Карти митної діяльності в інформаційному забезпеченні регулювання зовнішньої торгівлі України

Стаття присвячена картографічному дослідженню митної діяльності, впливу митно-тарифного регулювання на зовнішню торгівлю. Сформульовано основні підходи до картографування діяльності митної системи як головного інструмента регулювання зовнішньої торгівлі. Слід відзначити, що необхідна розробка системи карт різного змісту і функціонального призначення, рівня і територіального охоплення, яка повинна являти собою інформаційну базу, де формуються масиви даних, що охоплюють: організаційні рівні системи регулювання зовнішньоекономічних відносин (міжнародний, національний - органи законодавчої і виконавчої влади, ДМСУ, окремі митні органи); цільові ланки системи (сприяння ЗЕД, підвищення національної безпеки, оптимізація структури зовнішньої торгівлі і економіки країни тощо); функціональні підсистеми (фінансову, контролюючу, захисну, регулюючу); періоди часу функціонування (ретроспективні, оперативні, поточні, перспективні); умови і чинники функціонування і розвитку митної системи (зовнішніх, внутрішніх). Запропоновано серію карт зовнішньої торгівлі і митної діяльності. Ключові слова: митна діяльність, митно-тарифне регулювання, картографування митної діяльності. Duk Natalya. MAPS OF CUSTOMS IN THE INFORMATION ENSURING OF FOREIGN TRADE REGULATION IN UKRAINE. This article is devoted to cartographic component of Dataware study of customs activity, the impact of customs and tariff regulation on the foreign trade and the development of the country. It is noted that for the research of current state and evaluation of efficiency of customs and export-import activities, the creation and use of maps system as the knowledge base is required. It represents various organizational levels, the target level of regulation of foreign economic relations, functional subsystems, time periods, conditions, factors and spatial features of the functioning and development of customs. Series of cards within this system characterize international and interregional trade of the country and its regions in the dynamics, internal and external conditions of foreign trade and its customs and tariff regulation, current status, activities and degree of conformity of customs system of Ukraine to international standards and trends in the international economic activity. Themes of maps and key indicators were proposed, which reflect volume, commodity and geographical structure of foreign trade and its changes due to customs regulations; antidumping and special activities for the import and export of goods, special legal regimes in foreign trade; the ratio of price on domestic and foreign markets; customs security, territorial structure, volumes and effectiveness of customs activity in terms of the basic functions of the customs system: control-regulatory, fiscal, law enforcement.The proposed system of maps as part of the information support for making decisions, forecasting and planning of customs activity in Ukraine, will contribute searching the ways to improve the efficiency of customs and tariff regulation of foreign economic activity and optimization of international relations of Ukraine and its regions.
